I didn't try the legacy ISO, but I was able to get the Hebrew keyboard working by enabling a Hebrew locale. I shouldn't have to do that, but at least there is a workaround. Ironically, my English locale enables all kinds of Indian fonts, which tend to clutter up my LibreOffice font menu, and which
