Public bug reported:
I have just uploaded a package for the 1.2.1 bugfix release to unstable.
I would like to request this be synced into universe for the Bionic
release, as it contains quite a few important bugfixes.
Thanks,

I can confirm this happens whenever sch_fq is used, regardless of the
hardware/driver. This seems to be caused by kernel 4.4.0-180 adding a
backport of upstream commit:
695b4ec0f0a9 ("pkt_sched: fq: use proper locking in fq_dump_stats()")
This commit was pulled in as part of upstream stable 4.4.2
Sent a revert to the stable tree (my original comment linked above seems
to have been lost):

Public bug reported:
This release of Flent fixes a few more bugs, most notably a interaction
with the 4.0 release of fping that ships in Bionic. As such, it would be
good to get this synced before the final Bionic release.
Many thanks,

I've been running with tcp_ecn=1 for years with no issue. Since ECN
marking is making its way into more and more places, enabling it by
default makes sense. In particular, it would go well with the recent
addition of FQ-CoDel as the default queue management algorithm :)
