Kubuntu started to package the newer KF5 version in new packaging called
kdeconnect-plasma. However, Debian decided to reuse the old KDE4

I have been running my main kubuntu machine with these packages since
they were staged, and have not encountered any problems so far as a
result.
In fact another tester has reported that, as it is expected it should,
it fixes the secondary cause of KDE bug:

I have done the same, albeit only able to test in a VM. Changelog fixes
seem to have done their job, and I did not find any evident regressions
over v 5.9.4 of the packages.

Doing iso testing this morning, I indeed see this on the Try/install
screen as well.
So seems this issue has regressed further to effect both install paths.

i.e. previously you could click a link to a .deb file, use the Firefox
open with dialog to select 'other', and you would be able to find gdebi
