i have same problem, and i have a upgrade my ubuntu from 9.04, also i have
changed /etc/sysctl.conf
in ubuntu 9.04
i have resolved this problem after i change this file to

Concerning the 2 problems I reported:
1. Displaying message "Unencrypted private keys are insecure" for a protected
key - STILL HAPPENS
2. Unable to connect using a valid key file - DOESN'T HAPPEN ANY MORE
