Strangely enough, no issue on Fedora 27 or Debian 9 Jessie nor Debian 10 Buster.
Really strange, considering Ubuntu 18.04 is based on Debian 10 !!!
After comparing many files, it appears that the 2 last files of
/etc/NetworkManager/NetworkManager.conf have been added on Ubuntu !

It is still present on Ubuntu 18.04, I filled a bug: 1762152
But unfortunately, I've not been able to link this bug to Bionic, and it seems
that it's going to be released with the bug. Unfortunately.

Tested today on a new installation. Indicator now works great.
Unmute is working using menu, using keyboard specific keys (Thinkpad T500),
using pavucontrol.
Regular users (not using proposed-updates) may use it now.
Never too late for a Xmas present :-)

The file provided by the package in proposed-updates is the same you can get
after what is described in comment #4 and #104.
Hard to believe it is not working on your particular case, as anybody else
seems ok.

I had a similar issue after restarting a Lenovo thinkpad T520 (iwlwifi on a
Centrino 6205).
After a cold start, not all the time. Sometimes I needed up to 4 restart before
the wifi connexio
Believe me, disabling wifi 11n solves the issue, as explained in Post #9
However, the data transfert speed is now really slow with this option.
By disabling wifi 11n (between 72Mb/s and 152Mb/s), I was expecting wifi G
speed (54Mb/s) but only get Wifi B (11Mb/s speed)...

Post #17: Workaround is working (Samsung netbook NF310 shark):
sudo rm /usr/lib/ubiquity/plugins/ubi-webcam.py
If no solution is found, removing this file from iso will solve this
really anoying bug which is affecting many laptop.
