Is it possible that you have a seperate /boot partition that ran out of space ?
I had this same issue and that seemd to have been the cause.
A solution would be to remove the packages of all the old kernels that you
don't need anymore...

During my attempts to work around the problem I tried adding radeon.modeset=0
to my boot params.
This solves the issue as it was in karmic, now I can use 1024x768 on both
screens (mirror) without a problem.

Just upgraded from 9.10 to 10.04 (clean install).
It seems the new kernel modesetting does not recognize my LG 42'' TV connected
with an RGB cable.
The monitor is detected as Goldstar Company LTD 42''
Should mention that same TV and screen worked perfectly with 9.10.
