happening for the last several days. It seems like when I reboot, it
starts to work properly, then freezes again.

It is not happening any more now, so there is no way to reproduce it. I
don't know if it was due to a conflict between Ubuntu Software Center and
Synaptic, but everything is ok now. If no one else is having this issue,
might just close it.
