Oops... It turned out that my regular user (not root) started sshd with that port number. and since only root allowed to open "high" ports, the connection got terminated. 1. why did sshd / ubuntu allowed the regular user to even start the service, when it's clear no connections will be received?

It wouldn't help. For example, a user wants to print 4 pages on single page, but with specific order: first page on upper right, second on upper left, third on lower right and forth on lower left. This is the purpose of my bug (wishlist) report, and just reversing the printing order won't fix it.
