Settings Manager->Keyboard lets you add new settings but you can't
change existing ones (I guess you could delete then re-add, but haven't
tried for fear of forgetting the magic keyword on the left side).

I haven't been able to nail an exact sequence to force mis-behavior, but

authentication policies is pretty abstruse for most users. Why is it
appropriate to consider changing this during an upgrade

This is a REGRESSION. It used to expand $variable to its value rather than
generating \$variable
So, for example, if file.txt exists in $HOME, typing
ls $HOME/fil
used to generate
ls /home/user/file.txt
but now gives you
ls \$HOME/file.txt
which is useless.
