The issue seems to be in upstart. It appears that whatever is calling it tries to call upstart-udev-bridge which cannot connect to /com/ubuntu/upstart and so no desktop is displayed. Removing upstart solves it but is a bad fix because unity still requires upstart for some silly reason. Upstart bug
