I confirm that this behaviour occurs with 2.6.26-5-generic kernel on
Intel T7200.
BUT also the cpu ventillator goes high speed - after I provided some better
ventillation, and the vents calm down, the scaling_max_freq went back to 2GHz
and the machine is as responsive as should be.
