In previous releases you were able to change the default webcam port from
6891.
When I made the changes in Gutsy they appear to save but when receiving
webcam, kopete always ends up using port 6891.

This is happening to me as well. Are you trying to change the default webcam
port?
I opened up DMZ on my router and checked netstats out, appears it doesn't
matter if the default webcam port is changed, kopete still forces 6891.
Confirmed here ..
