Thanks for the reply, I tried setting acpi_sleep=sci_force_enable and it didn't fix the problem on the D430. I actually realized I have been barking up the wrong tree. The problem was not coming out of suspend but actually suspending. On further searching I found the Dell mini has the same problem.
