The autostart file uses a gsettings key - this will prevent the app
running unless that key is enabled through a shortcut. This assumes
you are running a gsettings enabled desktop environment like Mate,
Budgie or GNOME-Shell.
Possibly there should be a "OnlyShowIn=Budgie;GNOME;Mate" type clause
Please try 20.04 to see if its reproducible.

Sorry - cannot reproduce this - but you are right this is somewhere in
clutter/mutter . Can you tell me a bit more about your setup.
Is this a virtual machine - if so what virtualisation solution are you
using - how have you configured your VM.
Is this a real machine - if so, what graphics card
I did a quick test with the latest daily Ubuntu Budgie bionic and our
window animations are broken - correct me if I'm wrong but the dailies
contain the proposed repo thus would include this version of mutter.

Budgie does not handle any accessibility options. The v10.x series
never will.
May do in future budgie-desktop v11 work. As and when the new upstream
infrastructure handling v11 issues is created, then such future wish-
list items should be added then.
As such, marking as invalid since it isnt
conjunction with
DesktopFolder.
I will obviously withdraw this request if auth by Debian AA is given.
