After installing the 32bit ISO I could not boot into the OS.
With nomodeset I just saw the enclosed picture.
Without nomodeset I saw briefly the same picture and then just a black
screen no blinking cursor.
The best logs I could find is to launch back into the livesession (with

boot the live iso with nomodeset. chroot onto the hard-drive and
install openssh-server and in /etc/modprobe.d/blacklist.conf added
install i915 /bin/false and then ran update-initramfs -u
Then booted the machine without the USB stick ensuring nomodeset

I've been working on a patch for 19.10 to resolve this.
Since you are on 18.04 + our backports PPA - please can you test out a
rework of our 19.10 suggested fix?

sudo apt upgrade
logout and login and use as normal - test reboot
Has it been broken since you upgraded 28 days ago or just recently?

gnome-settings-daemon I would suggest looking at the code.
Budgie Desktop itself wouldn't create that that systemd rfkill folder.
If Gsd isn't creating that folder is there another gnome package that
does? Maybe UB is missing a 0ackage that we can add to our seeds

Is the folder then created? Retained after reboot?
If you purge the tlp package and check the status/start the systemd-
rfkill service and reboot what happens?

The problem is that your base OS is not an official flavour. Linux lite
has apparently packaged arc in something called lite-themes which
clashes with the official arc package.

For 20.04 and 20.10 using the TearFree option has provided a workaround
solution for me.
