As this problem isn't yet resolved in an up-to-date edgy, I wanted to
ask, if it is possible to include this patch by myself? Is there a wiki-
page somewhere on adding a patch to an official ubuntu-kernel?

Hi. Sorry for the late reply but I haven't had access to this notebook
till now.
The webcam is just identified as "HP Pavilion Webcam". I can't find any
further information about the webcam.

In the meantime, I've switched to Archlinux and managed to get the
webcam working by using the r5u870 driver modules.

done to provide error_log:
$ sudo /etc/init.d/cupsys status
Status of Common Unix Printing System: cupsd is not running.
Then I cleared /var/log/cups/error_log
$ sudo /etc/init.d/cupsys start

Sorry for not replying earlier. The bug persisted till 2.6.20-8 or so
and then I switched to archlinux where everything works fine with their
stock kernel.
Question: Would it be helpful if I generate the requested outputs from
an ubuntu live-cd or do I have to do this inside an installed ubuntu?
I have a question: Which additional information is still needed? I'm
just wondering because the bug status is still set to "needs info".

Thanks for your answer. I just completely uninstalled cups (and removed
/etc/cups as well as /usr/lib/cups) and reinstalled cups.
The problem is _not_ fixed. When I try to add a printer, cupsys is
dying.
When I start gnome-cups-manager from gnome-terminal, I get

"spurious 8259A interrupt: irq 7". after a while of using the desktop
irq 7 is disabled (the usb2 port). i have to manually remove ehci_hcd to
get usb working again (at 1.1 speed).

I upgraded to 2.6.20-2 and still have the same problem (tried several
kernel boot options as well). I don't know which output could be helpful
for you.
Additionally, i get a lot of ata: timeout errors now. Should I file this
as a seperate bug?
