Interestingly, I had the same problem. After multiple failures trying to install texlive-lang-french, I resorted to installing tetex-base, tetex-bin, tetex-extra, and tetex- frogg. These packages then basically installed the texlive packages without a hitch (including texlive-lang-french and texli
