I also encountered the same problem. The work around is to add the line:
Aptitude::CmdLine::Always-Prompt;
into /etc/apt/apt.conf.d/00trustcdrom

Note the option "-P" as stated in the email does _not_ work for me.

every time I switch on the machine - the scaling governor "performance"
is used. I hope by default it will make sense to use "ondemand".

Yes, I do this " echo ondemand " every time I boot the machine. And then
the governor is changed. Is there any config file for controlling this
behavior?

There was NO file /etc/default/powernowd
Therefore, I made a fresh install and still there is NO such file.
Fortunately this time it loads the ondemand governor.
I checked in packages.ubuntu.com for powernowd and there is no mention
of the file /etc/default/powernowd
