What I Expected to Happen
This affects the BibTeX mode. Emacs 20 changed the behaviour, thus:

After installing 'runit' and 'socklog' in order to use 'bincimap', my
system fails to run 'runsvdir' at boot-up. This is despite the fact
that '/etc/inittab' has been rewritten to contain the stanza:

I regret I made a mistake in this bug report. I just examined my example
again.
The exact condition is group write-able, which is not as onerous as
suggested. Although the example is correct, the first sentence of the
report is incorrect. Also, it works the same way in Jaunty, contrary
Excellent.
I won't get to lucid for a while, but that is welcome news.
