This also affects my Toshiba Satellite C855-18D running Ubuntu 12.0.4.1.
sudo poweroff does not work for me, but suspend does. The laptop only
switches of on shutdown when the ac power cable is detached.

were really off in the settings, manually updated them to correct ones

Thank you very much Joachim for the valuable guidance. Next time I
will use ubuntu-bug. However, for this bug I found a trick, that is,
to install tuxmath package from the next Ubuntu release, Impish Indri.
It works on Hirsute without issues I reported above.
