I confirm this bug, on Ubuntu hardy fresh install.
When i add a secondary keyboard layout in gnome all is right until i

For me, this bug appears only when the autologin in gdm is active.
I have noticed this error message when i launch gnome-keyboard-
properties and i try to choose a layout to add :

XkbGetKeyboard failed to get keyboard from the serv
New account and new default Xorg config haven't any effect.
The command "setxkbmap" works fine
