language-pack-zh-hans or language-pack-zh-hans-base Depend on fcitx-

Looks like an upstream GTK+ bug. In the X11 implementation that gets the
size of the work area, the screen width and height are divided by the
scale factor, but those values are already scaled down. So the screen
size is halved again, causing the menus to get pushed into the top-right
quadrant of t

GNOME Software checks through Polkit whether or not to do this by
checking the allowed and can-acquire permissions of
org.freedesktop.packagekit.trigger-offline-update. If either is
permitted, it'll try running its update manager, so I guess we have to
explicitly forbid those permissions somehow.
