It is always nice to see other users having the same problems as I do.
On my Vaio FE-21S laptop my fn-keys (including the brightness-ones) were

I am using dapper. I installed ubuntu (with Gnome) first. Then I
installed KDE seperately (I'm not sure this will make any difference)
by using
apt-get install kde-desktop
Then whenever I set up the menu as in the description, Kate is frozen.

Well, I disagree with #2.
I use Tomboy heavily, and I so often open a document via the Link in the tomboy
note.
Then, without the folder window open, I am viewing the document.
Thus, it saves me a lot of time by sending it directly from the menu.
Plus, this is a feature Adobe Reader offers.

On a new Ubuntu 12.04 server, execute the following commands:
sudo apt-get install -y python-software-properties

sudo stop libvirt-
Steps to verify the fix:
1. Copy the patched upstart configuration to /etc/init
2. Execute the following commands:

I think this tool needs to be run on l3 nodes and dhcp nodes.
It should only be run when rebooting a node.
And it should finish the cleaning before l3 agent or dhcp agent starts.
