Oh, I can add a little new information, which can help to find a cause.
Before upgrading to 20.04 it was working correct, I was able to login
from control-center without any problems, but after upgrading to 20.04
from 19.10 it has broken.

installed notepadqq today.
I installed it again without problems:
snap install notepadqq

Sebastien, thank you for your help. I hope that my problem will solved,
I want to use ubuntu livepatch-update and other services. I hope that
snapd team will be able to find workaround.

I am sorry, I don't know how to build snapd. But if you will get me some
instructions I would try to build it. But it would be better to have a
ppa for installing the patch
