I have the same problem. On my box the unresponsiveness is also
connected to excessive hard drive access. It seems that when it happens,
files urlclassifier3.sqlite and urlclassifier3.sqlite-journal are being
accessed. I did some digging around the net and found this:

Browsing through the Epiphany source, I would say that it is not a DPI
issue as such. They've switched from Gecko to Webkit rendering engine in
the latest version and changed the way fonts are handled in the process.
They use Gnome desktop settings in the browser to render the default
variable-widt
Changing the Application and Fixed width font settings in the Gnome
preferences does affect the ones used in Epiphany for me. You just have
to restart the browser.
There is something fishy about it, though. Epiphany behaves differently
when using generic font families (namely serif and sans-serif)

In your first screenshot the two browsers are clearly using different fonts.
Examine the top of the lower case "t", for example. So I think the problem is
with font families.

Identical issue here on MacBook Pro (13-inch, Mid 2009) aka model
MacBookPro5,5 using Ubuntu 18.04 final release.
I can also attest that this issue does not only affect Ubuntu. Fedora 27
exhibits the same symptoms for me.
Do not know if it is related, but simply resting one finger on the
touchpad

The instructions the original reporter links to, for debugging touchpad
issues in Ubuntu, is outdated. The way it seems to me, 18.04 Bionic
Beaver uses the libinput drivers instead of synaptics by default. At

Wayland project (and hence categorized as such in their Bugzilla),
libinput may also be used under Xorg with a separate wrapper driver. And
that is what Ubuntu and many others are also doing.

But, naturally, I'm making assumptions about your particular setup. You
can verify things by looking for a mention of 'libinput' in your Xorg
startup logs.

Nope, not 64-bit only. I have the same problem on 32-bit (Logitech
Anywhere MX, reconnecting the dongle helps). Wasn't the original
reporter on i386 as well?
