I am the author of the remastersys script and I have narrowed this down to the popularity-contest package - as far as remasters go anyway. It seems that trying to reconfigure popularity-contest causes this to hang which is what is happening at 94%. I've looked through Ubiquity and according to sy

This makes more sense.  It would appear this issue might arise after an install from a usb created remaster that has persistence on.  I will do some testing of this very scenario tonight and see what happens.  I can fix this for remastersys but it will still be an issue for folks that do it manuall
