the thing. I'll repropose this separately post-Eoan for F-series and
LTS. (Debian enables dnstap currently, so I'm spinning a backport for
my Bionic systems, currently, in a local build env.)

The headache I've run into is actually an upstream bug, even with the
proper installs, etc. (such as from Debian) the problem is a known issue
with it not finding some things. Regardless, we can revisit this in
F-series.
