Problem is default input method. Just right click in text area select menu
Input Methods > thai-lao.

1. boot intrepid alpha4 with thailanguage selected (Live CD)
2. install scim-thai
3. restart Xwindow
Then I type by system input method problem is the same.

Today I install 11.10 on my new machine and I got it again.
I try on guest session and create one new user to try it. Every
account got this bug when login as Thai language session.

Steps to reproduce:
1. Install Ubuntu 11.10 (and do not enable automatic login)
2. At the login screen, click at the shutdown icon at top-right
3. Click "Shutdown"
4. A window will appear. This window is not themed.
