verification is done for module loading and kexec, which in our kernel
will be enforced by automatically turning on lockdown integrity mode

I was able to reproduce this in a vm created by uvtool (uvt-kvm create
test release=focal arch=amd64). The vm had plymouth installed
immediately after creating it, then doing dist-upgrade installed
plymouth 0.9.4git20200109-0ubuntu3.2 and hung at update-initramfs.

This patch fixes the tests for me. Turns out that we can't simply skip
writing to path_max as that seems to break the test case completely, so
I changed it to print an XFAIL message and abort the test.
