Try to manually delete the directories which create a problem:
sudo rm -rf /usr/lib/dynare/mex/2007a /usr/lib/dynare/mex/2007b
And then retry to configure the package.
This is a bug which has been fixed in the Debian version of the package,
but the bug fix has not been merged into Ubuntu.

As the Debian maintainer, I also confirm that the optimized LAPACK
routines will be used by LAPACKE if you install the liblapacke-dev
package along OpenBLAS packages (provided the alternatives are correctly
set).

The lapacke.h header is already provided by the liblapacke-dev package.
No need to duplicate it in OpenBLAS packages.

To manage notifications about this bug
The "dynare-matlab" package is only for machines with MATLAB installed,
as explained in the description of the package.
So I don't think that the problem you are reporting is a bug. You should
not have installed this package in the first place if you don't have
MATLAB, and you should uninstall it
What you are describing is a problem in the matlab-support package, not
in the dynare-matlab package. You should probably report a new bug
against matlab-support, or reassign this bug.
Best,
