Its definitely not installed with with an upgrade to hardy, as for a
clean install I'm not sure.
Michael mentioned a bit about it on the mailing lists but never gave a
reason why not.

Just randomly came across this, I was tring to add the trash icon to my
desktop and went down the normal route of : gconf-editor > apps >
nautilus > desktop then click the boxes of the icons you want/dont want
to show but changing the setting
