I can confirm this bug is still live today.
Workaround:
I commented out all the entries in /etc/network/interfaces, restarted
and now everything works just about as I'd expect.

When the "Apply system-wide..." button is pressed, changes are written
to /etc/environment. However, this file is written incorrectly because
the username/password is omitted. Also there is no no_proxy setting for
the ignored hosts.
This is easy to observe. Change the gnome-network-preferences.

Here is a bit more info with entries from the Syslog. More
experimentation has shown that there is some sort of relationship with
firefox a recent update seemed to fix things somewhat
With Firefox up, but not playing sounds after a clean reboot all audio
devices work, but once sound is played
Confirmed still a problem for Firefox 3.5.
I tried ignored host "10.0.0.0/8" - this works for Epiphany but not for
Firefox.

That's a good description - I had been thinking along the same lines.
This is not just an implementation bug - it needs broader thinking to
produce a joined-up solution.
As far as security is concerned, /etc/environment and /etc/apt/apt.conf
open a BIG can of worms.

My mysql instance was failing to start in my VM instance (Ubuntu 15.04).
So I uninstalled mysql-server then removed /var/lib/mysql /var/log/mysql
/etc/mysql.
I had hoped that a clean re-install would fix the startup problem, but
now I have another problem due to this bug. I see the same error
mess
My 14.10 laptop just froze at the moment when the cron.d job kicked in
(9 minutes past the hour). There was not much else running at the time.

Depending on how it crashes, ctrl-alt-F1 may or may not work. Obviously,
when it works, a clean reboot is possible. When it doesn't work, the
machine is entirely hung and only a hard power reset will recover it.

When I enable BT and then attempt to connect the headset service using
