After a bit of more investigation, this actually seems to be a bug in

I could also easily reproduce that with mako/arale 173, without any
custom network manager packages.

Public bug reported:
While trying to reproduce another bug related with the last seen value
from the access points, I noticed that network manager is never really
scanning for new access points on my desktop, not even when not
connected.

This bug is not in powerd itself, it's usually caused by the amount of
events that are either on hold before suspending, or that are triggered
after resuming back (which makes the device to take a while to fully
resume back).
We landed quite a few changes as part of OTA3 that reduced such events
(
Yeah, while disabling cache when the image is writable is a useful
workaround, that could have the bad side effect you described, so
probably better to not disable it for now.
Proper fix would be improve the way it encodes library versions and
magic header, like ricmm described.

Current nuntium (vivid) is from 2015-03-10. The golang-go-dbus package
is bzr20150122-1, already including the change you pasted.
Also, how did you build nuntium? AFAIK we're using gccgo with the
package.

Yup, modem is online just fine, the side effect is the same described by
Alfonso (and you at comment #5).
Modem is online, powered and attached, without any active context.

Even if it reboots this is still a valid bug. It respawns a few times
before actually rebooting, so this is a valid scenario.

About patch in comment #8, a few things:
1 - Nothing provides /etc/whoopsie, who should be creating it?
2 - Disabling works fine, but enabling doesn't work:
2.1 - Whoopsie is not started when enabling 'app crashes and errors'
2.2 - Even after reboot, there is still a 'manual' entry at
/etc/init/wh
