in the android layer (originally as 100).

+ - Without usb cable connected
- In the greeter screen, long press power button to display power dialog.
- Tap to reboot.
Expected result.
- Must take similar time than stable.
Actual result.
- Stable takes 30 seconds to show the bq white scr
Problem is that we can only reproduce this issue without a usb cable, as
that makes the kernel to acquire a wakelock.

(cmdline/API) to know, from the location-service itself, when the GPS
hardware is active or not.

I think this is a Unity8 bug, as it's the one that knows when to release
the display lock from powerd.
