I'm trying to publish pictures with special characters in their names
(like umlauts, "ß") but they keep being ignored by shotwell. Shotwell
doesn't even give feedback on not being able to publish such a picture.

Jim, Omer, thanks for investigating this bug. It is in fact global menus
that causes this havoc. I've removed that applet and everything does
work fine now.
Omer, as you suggested I reported this bug to their bug tracking system,

I'm having quite the same behaviour. But sometimes I'm able to switch to
the terminal (using Ctrl-Alt-F1), and sometimes I can't. Funny thing is
that I can still move my mouse pointer when the crash occurs, but other
than that I get no response at all. I'll try to add apport information
ASAP.
