So on Bionic AWS kernel, and Bionic generic kernel on AWS, they both can
pass with:

- Startup finished in 9.204s (firmware) + 12.063s (loader) + 18.618s (kernel)
+ 35.425s (userspace) = 1min 15.312s
- graphical.target reached after 35.321s in userspace
* 4.15.46
- Startup finished in 9.960s (firmware) + 2
Grabbed a Dell G7 7588 (GTX1060), I can see the following behaviour
(without the proprietary NVIDIA driver):
* 4.15.47
- Startup finished in 9.204s (firmware) + 12.063s (loader) + 18.618s (kernel)
+ 35.425s (userspace) = 1min 15.312s
- graphical.target reached after 35.321s in userspace
