I can confirm that the temporary workaround provided by Graham Waugh in #4 above works. Before I made the change to the LangCache.py file, accessing System Settings > Locale > System Languages would result in an error about a KCModule. Tried Joseph's suggestion. Still receive the error. Ongoing for over a month now. Have flushed the temporaries as well to no avail. I get notification "New version of Kubuntu available. Run updater, get error, advised to restart. Restart, get adivsed of new version of Kubuntu, and reiterate.
