I got in touch with Mohammad and asked him to join the upstream Debian
fonts team. I've added him as uploader on the package. Probably the best
solution to reduce the delta and have the best quality packaging.

Well, Mohammad got his package into universe before the team-maintained
package went into Debian main.
The .zip sources are intended for other platforms, I've always redone a
.tar.gz.

AFAICT upstream is leaning towards having a separate utility to handle fonts.
There was a fonts vfs patch but it wasn't complete and has now been dropped.

yes, in Paris and then also later on at the GUADEC in Vilanova where
there was a font BoF, we agreed that we need to set up a review process
for each locale to define the most appropriate font (the criteria being
quality of glyphs, Unicode coverage and freeness) to optimize the
overall font set and
the updated package also moves maintainership to the Alioth team

this one is problematic since we're rebasing without the accents and will merge

About webfonts deployment, I'd recommend you consider doing both Google
Font Directory hosting and a dedicated Ubuntu-specific subdomain under
the control of Canonical. The Ubuntu-specific subdomain would also allow
