I'm having identical issues, however my dapper-updates is enabled:
deb http://archive.ubuntu.com/ubuntu dapper-updates restricted
deb http://archive.ubuntu.com/ubuntu dapper-updates universe
deb http://archive.ubuntu.com/ubuntu dapper-updates multiverse
apt-cache policy returns:
Package files:
com/ubuntu dapper-updates main
the first one is what worked.
this is definately a sources.list problem, not a bug.
apologies for consuming your valuable bug fixing time when it could have
been used on much more immediate issues.

Today I updated feisty, and all seems well except that apache2 and/or
php5 is broken now.
php seems to work fine on the cons
Hmm, I'm surprised this issue hasn't been fixed yet with a proper 5.2.0
package in the repositories.. hopefully we will see something soon.
Anyone know an ETA?
