Yes, that is it. yumdownloader should print any failed dependencies.
Failing to print them is the bug resolved in that commit.

When qemu-kvm is installed, it enables loading of kvm and kvm_intel on
reboot, but it doesn't actually load the modules when the package is
installed. It would be far more convenient if it automatically loaded
them.
