Kubuntu 7.04 beta desktop install CD.
Steps to reproduce:
1. Start the installer.
2. Choose German locale, French keyboard.
3. Choose "manual partitioning".
4. Do not select any partition; tick a box to format one (without selecting it).

I had a similar problem, kpersonalizer starting after each logon and the
accessx pop-up appearing a few minutes after starting kde. Upgrading to
kde 3.5.5 fixed the problem.
If you think it's a permissions error you may want to execute the
following command to locate such files:
find ~/.kde \! -t
Debian fixed it in 2.2.3-1~exp.r170, uploaded to experimental in August,
and testing and sid now have 2.2.3-3.1, so this may fixed by syncing
from Debian unstable.
