Additional info: this bug appeared early this year (2018). Before that,
there was no trouble saving without a certificate.

When: adding a new VPN connection under: VPN type "Password"
Problem: the "Save" button remains greyed out unless a "CA Certificate" is
chosen.
Expected solution: a way to disable the "CA Certificate" setting.
