We too have several OptiPlex 330 with Ubuntu 8.04 and have got same
restart failing problem on all of them. Shutdown works OK.
We experienced the same issue with Fedora 9 on the same (OptiPlex 330)
computers.
This could be a Dell/Linux problem more than an Ubuntu problem.

/boot/grub/menu.lst of a setup having the kernel 2.6.24-18-generic, but
still failed to reboot.

Thanks wcgbg for the direction. It works perfectly now.
Appending reboot=b to the kernel line in /boot/grub/menu.lst resolves
the reboot problem on Dell OptiPlex 330.
