Yes, it is right; logging in and out on the same tty does not increment
the number of users. I had noticed this but forgot to write this
particular. To increment the number, you must log in using a new tty.

I had this problem, and just to note I got lucky and did not uninstall
everything from "local or obsolete packages" in synaptic, I just deleted
the libopencv* packages and this fixed it up without having to re-
install all the other stuff I actually wanted from within that filter.

So, I had an absolute horror of a time which badly broke my system in a
number of ways. Tracing things back it appears to originate with
Timeshift. Although I can't readily say which version because things
were that broken (I might be able to dig it up if essential).

PS. The partition that timeshift was backing up to at the time was,
IIRC, not in use for anything else and not mounted by any other means,
which is why this points to timeshift having mounted it, and hence
updatedb having tried to traverse it, and further corrupted it, or at
very least complained i
