After a more thorough inspection, I find that this issue was already
fixed upstream in multimon 1.0-5 (sox was added as a dependency, not
just a suggests) and is included in the forthcoming Ubuntu release

The problem still occurs in the latest upstream version xastir-1.9.6 (
available for testing in my PPA:
https://launchpad.net/~kamalmostafa/+archive/xastir ).
Strace on xastir-1.9.6 shows this sequence spinning hard:
