You cannot add new albums from Shotwell anymore. Picasa has disabled
this from their API. If you want to create a new album, you have to do
that on photos.gnome.com

Hi,
please try to log out of your desktop environment and call gphoto2 -T.
If that also fails, there is a regression with gphoto2. A similar issue
was also reported on Fedora upstream.

Recent versions of Shotwell (0.25.90) don't offer the option anymore.
If you want to create a new album, you have to do it in the Google
Photos web application first, then it appears in Shotwell

The problem isn't unity support (that's upstream) but UOA. That should
improve with 0.27, unfortunately I didn't find time to finish the UOA
implementation for 0.26.
