I submitted a question on this to source package upstart. The problem
seems to stem from 'service' using the upstart command 'restart' whose
documentation states (man restart):

I am experiencing similar issues. The host machine is Ubuntu 13.04
Server 64-bit. The host /etc/sudoers file contains the sudo group. Any
VMs built contain an /etc/sudoers file without mention of the sudo
group.
Further, the line including the contents of the directory
/etc/sudoers.d/ is missin
Similarly, the '--templates' option also appears to be ignored within
the configuration file, but works fine via command line.
