I have this issue on integrated Intel UHD Graphics 620. Usually when
mouse pointer is on the bottom of the screen, either side. It's very
random and hard to reproduce but I could try to record with a different
device.

Bugs,
for me, sudo apt install linux-oem-22.04 reduced significantly the
occurence of the flickering but did not eliminate it completely!
