What is happening here is this:
* sudo & runs sudo as a background process. The shell and
sudo race to each print their prompt.
* sudo tries to read the password from the terminal. At
this point it receives a SIGTSTP from the kernel tty subsystem
due to the terminal having the ttin f
bash is responsible for completions, not dpkg.
See my comments in bug 94408. Searching for "completion" in Ubuntu's
bash bugs gives 16 bugs of which many will be fixed if we revert to
traditional predictable completion behaviour.

I agree that this behaviour looks unusual. The system is operating as
designed.
It is difficult to do much better because of the way that apt invokes
dpkg - in particular, the new dpkg doesn't get to run until the next run
after it has been installed, and apt generally instructs dpkg only to
proc

* What version of the libc6 package did you have installed before
2.6.1-1ubuntu3 ? /var/log/dpkg.log may be helpful if you don't know
offhand.
* Could you please strace one of the crashi
