What I expected to happen:
When the Ubuntu Dock has the "Focus or show previews" click action behaviour
selected I expect clicking on a Window preview in the Dock will bring the
Window to the foreground and be gi

It's still broken for me in Noble and I'm up-to-date on patching. This
is an upgrade install from 22.04 rather than a clean install so I wonder
if that has anything to do with it (I also have Wayland disabled if that
potentially has anything to do with it).
